"1) The passport is easier to get than the ID, as long as he has a copy of his Thai birth certificate or can get his hands on it. I got my passport first before my ID. 2) Draft won't be a concern. He's safe. And usually you have to be a primary resident of that country to be really in danger of being drafted. 3) He's automatically dual. If he has a parent who is a Thai citizen, he has the right to citizenship. This is how it worked for me. I'm U.S. but my mother got a Thai version of my U.S. birth certificate and then I got my passport (after a consulate visit or two). I had to go to Thailand to get my ID (two days in the Thai version of the DMV was not fun but was worth it). The thing to do here is GO TO YOUR LOCAL THAI CONSULATE IN THE U.S. They can help you work all of this out. Mine was in Chicago. Most major cities have one. 4) Birth certificate is enough.
