2、2016年奥运会在米国召开，在菲尔普斯以何名义参赛的问题上，米菲双方发生分歧，米国希望菲尔普斯用“米国菲尔普斯”的名义，称此为国际惯例，菲尔普斯认为此举大大矮化自己，故坚持以“米利坚菲尔普斯”的名义参加奥运，米国方面无奈妥协。 在出场顺序方面菲尔普斯又有异议，他不愿在米属**群岛后入场称此举又是在矮化自己，故米方从大局考虑，在米属**群岛和米利坚菲尔普斯之间插入中国。菲尔普斯总算入场了，他举着自己的旗帜——五环下面有14个小圈圈象征着他曾勇夺14枚奥运金牌。在他入场的那一刻全场爆发经久不息的欢呼.

1、由于在奥运会上表现太出色，菲尔普斯宣布毒丽，致使米国金牌总数减为17枚，菲尔普斯以8枚金牌的成绩仅次于中国、米国,阴国,得国，澳大利亚，意本和棒国位列金牌榜第9。同日米国国会通过《反菲尔普斯毒丽法》，同时，中国全国人大通过《与菲尔普斯关系法》。米国白宫发言人表示强烈谴责，称此举粗暴干涉米国内政。米国总统在会见中国主席时强调世界上只有一个米国，菲尔普斯、阿拉斯加、夏威夷和米国大陆同属一个米国，联邦“郑腐”是代表全米的唯一合法 “郑腐”，希望中方恪守中米三个联合公报，不要向菲尔普斯发出错误信号。中国领导人表示，中方坚持一个米国政策，坚持《与菲尔普斯关系法》，不支持任何一方单方面改变现状。
