Five years after Katrina, it's pathetic that New Orleans is still struggling so much.
It was struggling before, in 1950 it was the largest city in the south, but has declined steadily while the rest of the south grew. The corruption is such that if don't have to business there, you don't. Chicago is a functional corrupt goverment and NOLA/LA is an example of one that does not
