Shannon - just look at their endorsements on smartvoter & that can tell you a lot. The primaries in my area had a bunch of totally unqualified judges all endorsed by some weird front group. You can also check Wikipedia for decisions (for the bigger races) - Mr. Gunn
Tudor, I think the "useless bureaucracy" argument is cover for democrats not wanting to lose the ability to draw the lines. Pete's summary seems good, "Prop 20 will transfer the job of drawing Congressional districts from the state Legislature to the independent Citizens Redistricting Commission created by Prop 11 in 2008. This will eliminate tortured gerrymanders like those we have today, resulting in fewer "automatic" districts for both parties. This will probably reduce Democrats' current 34-19 advantage, so if all you care about is maximizing the number of Democrats we send to Washington, vote "no".
