They seem awfully direct about gaming the tests -- is that really what they mean? It does seem handy though -- how much does it cost?

No, I think they're saying, when you're surveying an area, don't bother testing samples from areas you know are highly contaminated; instead, use the lab to test samples near the edges, so you can "determine remediation boundaries with surgical precision".
